[Wontdo] Ruler: display intermediate numbers without leading hundreds

e.g. instead of
460 461 462 463 464 465 466 467 468 469
you could show the less visually noisy
460 1 2 3 4 5 6 7 8 9
or
as you're unlikely to ever have a view that will show only 123 without the 460 nearby, so the reference is always there
This would also fit the numbers at smaller zoom ratios
460 461 462 463 464 465 466 467 468 469
